Where to stay in Rome
Rome rewards a base on foot and makes a car inside the walls hard work. The areas below differ in noise, transport and parking, and in which traffic zone they sit.

How the areas differ
The Centro Storico around the Pantheon, Piazza Navona and Campo de' Fiori puts the main sights within a walk and stays busy until late. Monti, between the Colosseum and Via Nazionale, keeps small squares and bars a few minutes from Termini. Trastevere, across the Tiber, is the trattoria and nightlife quarter, loud on weekend nights.
Prati, by the Vatican, has wide residential streets and calmer evenings. The Esquilino around Termini and Piazza Vittorio is where the trains and the airport train arrive, with a busy station front. Testaccio, near the Pyramid, is a market district with a food tradition.
EUR is the outlier: a planned district about 7 km south of the Pantheon, with Metro B into town and the shortest drive to Fiumicino of these areas.
Staying with a rental car
Rome has five camera-controlled traffic zones. The Centro Storico, which takes in Monti, is closed to unauthorised cars Monday to Friday from 06:30 to 18:00 and on Saturday from 14:00 to 18:00, and again on Friday and Saturday nights from 23:00 to 03:00. Trastevere closes Monday to Saturday from 06:30 to 10:00 and on Friday and Saturday nights. San Lorenzo and Testaccio close at night, and the night zones are off in August. Since 1 July 2026 electric cars need a permit like any other.
Roma Mobilità lists no permit for hotel guests or visitors. Transit permits need a parking space inside the zone, and only the permit itself counts, so a booking does not authorise the drive in. A fine goes to the car's owner, which for a rental is the company. Since 15 January 2026 every street inside the daytime Centro Storico zone is limited to 30 km/h.
Outside the zones, blue bays cost EUR 1.00 an hour, and EUR 1.20 inside them. About 35 park and rides at Metro, rail and bus stations charge EUR 1.50 for 12 hours; Laurentina and Magliana on Metro B serve EUR. What the tourist tax and registration rules mean for a guest
Roma Capitale charges a contributo di soggiorno per person per night, collected by the host or the platform. Since 1 October 2023 it is EUR 4.00 in a one-star hotel, EUR 6.00 in a three-star, EUR 7.50 in a four-star and EUR 10.00 in a five-star, EUR 6.00 in a B&B or a short-let flat, EUR 5.00 to 7.00 in guest houses by category and EUR 3.00 on campsites. It stops after 10 consecutive nights in the same place. Children under 10 and guests of youth hostels pay nothing.
Every licensed stay in Italy, hotel or short-let flat, has a national identification code (CIN), shown outside the building and in every listing. The rules have applied since 2 November 2024, with fines since 2 January 2025.
Italian law lets a host accept only guests with an identity document or passport, and the host registers each guest with the police within 24 hours. A 2024 Interior Ministry circular, upheld by the Council of State in November 2025, requires the host to identify guests in person or by a video link at the door.
When to book what
The tax rates have stood since October 2023. National law allowed Rome up to EUR 2 more per night in 2025 and 2026; Roma Capitale's page shows no such change as of September 2026, so check the host's figure against it.
For a trip with a car in August, the night zones in the Centro Storico, Trastevere, San Lorenzo and Testaccio are switched off; the daytime zones are not. From May to October the Trastevere and San Lorenzo night zones also run on Wednesday and Thursday.

A first visit on foot: the Centro Storico or Monti.

Can a hotel register a guest's rental car for the Rome ZTL?
Roma Mobilità's permit pages list no category for hotel guests or visitors. Transit permits need a parking space inside the zone, so do not count on a hotel arranging one.
When can a car enter the centre of Rome?
Outside the Centro Storico hours: before 06:30 and after 18:00 on weekdays, before 14:00 and from 18:00 to 23:00 on Saturday, and on Sundays and holidays. On Friday and Saturday nights the zone closes again from 23:00 to 03:00, and the Tridente around Piazza di Spagna keeps longer hours.
Is there a speed limit in central Rome?
Yes. Since 15 January 2026 every street inside the daytime Centro Storico ZTL, including Corso Vittorio Emanuele II and the Traforo, is limited to 30 km/h.
How much tourist tax does a family pay in a Rome flat?
EUR 6.00 per person per night in a short-let flat, for each guest aged 10 or over, for at most 10 consecutive nights.
Where can a car stay for the day in Rome?
At a park and ride: about 35 of them at Metro, rail and bus stations charge EUR 1.50 for 12 hours. Check the opening hours on Roma Mobilità's map, since many close at 22:00.
