Where to stay in Dubrovnik

The Old Town inside the walls puts Stradun, the old harbour and the main sights on foot. Stays there are rooms and apartments in old stone houses and a few small hotels. Terraces inside the walls may not use electro-acoustic devices, and acoustic music is allowed from 18:00 to 23:30, until 00:30 from 10 July to 25 August.

Ploče climbs the hillside east of the walls above Banje beach, with hotels and apartment houses a short walk from the gates. West of the centre, Lapad and Babin Kuk share a peninsula of hotels and apartments around Lapad bay, about 3 to 5 km from Pile Gate. Gruž, between the centre and Lapad, is the port district: the city's boat line to Koločep leaves from Gruž port.

Outside the city, Cavtat is a small harbour town in the Municipality of Konavle, about 6 km by road from the airport. Župa dubrovačka fills the bay between the airport and the city, with Mlini, Srebreno and Kupari on the shore.

From 1 April to 31 October the City of Dubrovnik runs a camera-controlled traffic zone over the Old Town districts, Pile and Ploče included, as far as Ilijina glavica. A visitor's car may enter with a prepaid reservation in the Pile car park or on the lower level of the cable car car park, arriving no more than 20 minutes before the booked time and leaving within 20 minutes after it, or when the holder of a private space or garage inside the zone has entered the plate through the city's link.

Without either, the fine is EUR 260 for a private driver and EUR 1,320 for a company. A rental car belongs to the rental company: under a city decision of May 2026 the company pays EUR 260 instead if it shows within three days that a private person had the car, and it must tell customers about the zone. If an apartment near the walls advertises parking, ask the host to confirm in writing that they will register the plate.

Sanitat Dubrovnik runs the public parking. On its price pages as archived in May and June 2026, the Pile car park costs EUR 20 an hour from May to October and EUR 5 from November to April. Zone 1, a business zone that includes the Gruž waterfront, and zone 3, residential streets in Lapad, Babin Kuk and Gruž, cost EUR 1.30 an hour from March to November and EUR 0.70 from December to February, every day from 06:00 to 22:00. Zone 2, around the walls in Pile and Ploče, is for residents with a permit. Sanitat's live site was down on 27 September 2026, so check its current list for the months.

The Dubrovnik-Neretva County Assembly set the 2026 tourist tax in December 2024. In hotels and other commercial accommodation in Dubrovnik a guest pays EUR 2.65 per person per night from 1 April to 30 September and EUR 1.85 the rest of the year. In Konavle, which includes Cavtat, the rates are EUR 2.50 and EUR 1.85, and in Župa dubrovačka EUR 2.00 and EUR 1.85. Children under 12 pay nothing, ages 12 to 18 pay half, and people staying for work are exempt for the length of the work with proof such as an employment contract.

Private household rentals follow another rule. The host pays a yearly amount per bed, EUR 65 in Dubrovnik in 2026, and must post in each unit that the tax is included in the price. Every host registers each guest in the eVisitor system within 24 hours of arrival, so expect to show a passport or ID. A household host may advertise only the type and category in its official decision.

Since 1 January 2025 Croatian law lets a city council decide the number, type and category of new accommodation in part or all of its area. We found no Dubrovnik decision using that power in the city's official gazette up to 24 September 2026. Since the December 2024 amendments, a flat in a block also needs the co-owners' written consent before it can be licensed for short stays.

A driver in Dubrovnik works with three calendars. The traffic zone runs from 1 April to 31 October, the higher tourist tax applies from 1 April to 30 September, and Pile charges EUR 20 an hour from May to October. From November to March the zone is off, except on days the mayor switches it on, and from December to February street parking in zones 1 and 3 costs EUR 0.70 an hour.

A Pile reservation fixes a time window, so book it before arrival day. The Dubrovnik Port Authority publishes cruise arrivals and says its measures keep cruise passengers to 8,000 a day in most cases; on days with several ships, a base in Lapad, Gruž or Župa dubrovačka keeps the car away from the Old Town.
