Where to stay in Menorca
Menorca has a town at each end, about 46 km apart by road. Where to stay comes down to which end, and whether the trip is about towns, coves or a quiet village.

How the areas differ
Maó, the capital, sits on a 5 km harbour at the eastern end, about 6 km from the airport by road, with ferries to Palma, Barcelona and Valencia. It suits city life and short transfers. Ciutadella is about 46 km away at the western end, with a narrow harbour and an old town; it is the base for the coves of the south-west.
Between them lie three kinds of coast. Fornells is a fishing village on its bay on the north coast. Cala Galdana is a resort on a horseshoe bay in the south, a walk from the unspoilt coves. In the south-east, Sant Lluís and the resorts around Binibèquer are about 9 km from the airport.
Staying with a rental car
Menorca has no numeric cap on rental cars in 2026. The Consell phases in its vehicle limit from 2026, starting with cameras that count vehicles at the ports of Maó and Ciutadella, and on 2 September 2026 its plenary voted to amend the Biosphere Reserve law so it can set rental-car quotas; press reports place a ceiling from the summer of 2027.
In the towns the blue zones allow two hours. Ciutadella charges more from 1 June to 30 September and nothing on Sundays and holidays, and its Plaça des Born has been car-free since June 2025, so use the car parks around the old town: Dalt la Quintana, es Molí, la Pau and la Coma. In Maó, a ticket overstay can be cancelled for EUR 3 within an hour or EUR 6 within two, according to local press. Ferreries, the municipality of Cala Galdana, does not charge for parking, and Sant Lluís has no active blue zone.
At the beaches the car is less useful in summer. Macarella takes no private cars from 1 June to 30 September; the bus leaves from the Via perimetral in Ciutadella. The Consell's mobility portal shows the live status of the car parks at Macarella, Son Saura, La Vall and Cala en Turqueta, so check it before leaving. What the tourist tax and registration rules mean for a guest
Tourist lodging in Menorca charges the Balearic tourist stay tax of Ley 2/2016, per person and per night. The rates published by the Balearic tax agency in September 2026 are EUR 2 in holiday homes and in one to three star hotels, EUR 3 in four star and three star superior hotels, EUR 4 in five star and four star superior hotels, and EUR 1 in hostals, campsites and hostels. Under 16s are exempt. From 1 November to 30 April the tax drops by 75%, and from the ninth night of a stay longer than eight nights in the same place it halves.
Holiday lets fall under Ley 8/2012, the Balearic tourism law: the whole home, never a room, for at most 30 nights, with the tourist registration number in every advert. The letting contract must ban parties, and if guests hold parties or events against the rules of coexistence, the host must require them to leave within 24 hours. The Consell Insular de Menorca keeps the island register and inspects the market: since July 2023 it has removed 1,297 tourist places in town centres, more than 260 homes, after inspections and revoked licences.
Since Decreto-ley 4/2025 of April 2025, no new holiday lets in flats may be declared anywhere in the Balearic Islands, apart from terraced and semi-detached houses and lets of the owner's main home. At national level, the national registration procedure was largely annulled in May 2026, regional registers still apply, and whether a national number must still appear on a listing is unsettled as of September 2026. At check-in, every guest over 14 signs a registration form under Real Decreto 933/2021.
When to book what
The summer rules run from 1 June: Macarella turns bus-only until 30 September, and Ciutadella's blue zone charges more over the same months. From 1 November to 30 April the tourist tax is a quarter of the full rate.
For longer stays, plan around the 30-night limit on holiday lets: up to 30 nights a registered holiday home is a normal booking, and beyond that the stay needs a seasonal lease, which the monthly guide covers.
