Madrid's old centre lies inside Distrito Centro, a stricter traffic zone with its own list of authorised car parks. The districts around it trade a metro ride for street parking and quieter nights.

How the areas differ
Sol and Las Letras are the old centre: the Puerta del Sol, the Plaza Mayor and, a few streets east, the Barrio de las Letras around the Plaza de Santa Ana. Everything a first visit needs is a walk away, and the bars keep the streets busy at night. Malasaña and Chueca, north of the Gran Vía, are the nightlife districts, with small squares, independent shops and a younger crowd.
Beyond Distrito Centro the city changes pace. Salamanca is a grid of wide streets and apartment blocks around the Serrano and Goya shops. Chamberí, to the north, is residential, with squares such as Olavide and local markets. Retiro lines the streets beside the park of the same name. Barajas and Campo de las Naciones, near the airport terminals and the trade fair grounds, are for early flights rather than sightseeing.
Staying with a rental car
Since 1 January 2025 the whole municipality has been a low-emission zone: a car with no environmental label may not drive on any urban street, and the fine is EUR 200. The city states that foreign-registered cars follow the same limits. The M-40, M-45 and M-50 are not urban roads, and the airport can be reached from the M-40 by the M-11, M-12, M-13, M-14 or R-2 without entering the zone. Ask at the rental desk which label the car carries.
Distrito Centro is a stricter zone inside it, and unauthorised entry is fined EUR 200 as well. The practical route in is a car park: the city lists 56 public car parks inside the district that are authorised to arrange access for their users' cars, among them Plaza de Santa Ana, with a 2 m height limit, Plaza de las Cortes, EMT Plaza Mayor and EMT Jacinto Benavente. A hotel's own garage is worth asking about before arrival.
Outside the centre, street parking is the SER. Blue bays allow anyone 4 hours; green bays allow visitors 2 hours, and after the maximum the car must leave the barrio for an hour. The SER is paid Monday to Friday from 09:00 to 21:00 and on Saturday from 09:00 to 15:00, mornings only in August. A city lookup shows whether an address is regulated. What the tourist tax and registration rules mean for a guest
No tourist tax was found in force in Madrid. On 21 July 2026 the city's tourism councillor, Almudena Maíllo, told the council plenary that Madrid will not create one; that comes from press reports, and no official statement was read.
Tourist flats follow the Comunidad de Madrid's Decreto 79/2014, amended in 2019 and again in 2026. The operator files a declaration with the regional tourism directorate and the flat enters the Registro de Empresas Turísticas. For a guest, the visible signs are an official plaque at the entrance door, a 24-hour contact phone, a sign with emergency numbers in at least Spanish and English, an evacuation plan on the door and official complaint forms. The price must include water, energy, heating or cooling, linen and cleaning, and the operator sends guest details to the police.
The city added its own layer. Under Plan RESIDE, approved in August 2025, scattered tourist flats in residential buildings are banned inside the historic centre, a perimeter that runs out to Cuatro Caminos, Manuel Becerra and Legazpi. At national level, the national registration procedure was largely annulled in May 2026, regional registers still apply, and whether a national number must still appear on a listing is unsettled as of September 2026. When to book what
Licensed flats are scarce. In August 2025 the city counted 1,293 tourist flats with a licence, against about 16,100 tourist flats operating. Inside the Plan RESIDE perimeter, a flat in a residential building cannot get a new licence, so a flat in a building used only for tourist lodging, or a hotel, is the safer booking there.
