Bilbao checks number plates at the edges of its low-emission zone, and its old town admits only registered vehicles. From 1 January 2027 Bizkaia also charges a tourist tax.
Monthly stay
The Basque decree covers flats offered for stays of 31 days or less, so a month can still be booked as a tourist let. Beyond that, a furnished let for a season is a lease under the national law.

Not in 2026. Bizkaia's Norma Foral 3/2026 creates a tax on tourist stays in every municipality from 1 January 2027, at rates each town sets within fixed ranges, for at most 6 nights per stay. Bookings made before 5 February 2026 are not taxed.

Basque rules require its REATE registration number in every advert, and platforms must check the number and show it. The building carries an official badge outside, with another next to the flat's door.
The Casco Viejo puts the Siete Calles and the Plaza Nueva on foot, and Abando the Guggenheim and the Gran Vía. Cameras admit only registered vehicles to the Casco Viejo, so park outside it.
