A month in Tallinn

A month in Tallinn adds no tax to the rent, since Estonia has no tourist tax. What changes over a month is the paperwork, the Schengen day count and where the car is kept.

What a month means legally

Estonia's Tourism Act defines accommodation service as the offer of a temporary place to stay overnight, and excludes accommodation for which a residential lease is signed. A month in a serviced apartment or a hotel is accommodation service; a month under a residential lease is a tenancy, governed by other law. The rules on leases themselves, deposits and notice, were not verified for this guide, so ask before signing which of the two the stay is.

Non-EU visitors may stay 90 days in any 180 across the whole Schengen area, and since 10 April 2026 the EU Entry/Exit System registers them at the external border. British visitors need a passport issued less than 10 years before arrival and valid at least 3 months after they leave the Schengen area; their EES record stays valid for 3 years. US citizens need no tourist visa for Estonia. EU citizens need no residence document for the first 3 months; after that they may be required to register their residence.

The tax on a month

None. The Local Taxes Act, in force in its current version since 1 January 2025, contains no tourist or accommodation tax, so no night of a month is taxed by the city. The price on the booking is the price of the stay.

Registration and paperwork

An accommodation provider registers each guest before the stay, from a passport or identity card, and keeps the record for two years. Guests from outside the EEA and Switzerland give their travel document details as well. Under a residential lease this hotel-style registration does not apply, because the lease falls outside accommodation service.

Estonia repealed the Tourism Act's notification duty for accommodation providers in 2014. In 2020 the economy ministry said that a private person who lets a home now and then through a platform faces no new Tourism Act requirements. How Estonia applies the EU short-term rental regulation in 2026 was not verified.

The areas and the parking that suit a month

Tallinn sells 30-day parking tickets by zone: EUR 150 for the City Centre zone, EUR 250 for Downtown and EUR 300 for the Old Town, and an Old Town ticket is also valid in the other two zones. The City Centre zone is charged only on weekday and Saturday daytime hours and has the lowest 30-day ticket of the three.

Kalamaja, just northwest of the Old Town on the bay, and Kadriorg, around its palace and park about 3 km from the Old Town, both sit on the edge of the City Centre zone, and the city treats streets beyond the zones as free parking. Check the exact street on the city's zone map before relying on it. The Old Town suits a month without a car, since its pedestrian area of 30 streets and squares admits cars only with a permit.

What the platforms call a long stay

Airbnb calls 28 nights or more a monthly stay. It charges the first month up front and releases it to the host 24 hours after check-in, then charges each later month 10 days before it starts. How other platforms label long stays in Tallinn was not verified as of September 2026.

Pitfalls

Counting Schengen days only in Estonia. The 90 days in 180 run across the whole Schengen area.

Assuming a lease and a booking are the same. A residential lease is not accommodation service under the Tourism Act, so ask which one the host offers.

Leaving a car on a boundary street without checking the zone. The rate can change from one street to the next in Kalamaja and Kadriorg.

Parking overnight in the Old Town in winter. From 15 November to 31 March the city may ban night parking there on alternate dates.
