The old town around the Arena and the Forum, with the harbour front close by. It suits a short city stay on foot and travellers who can keep the car in a paid car park.

Since 1 April 2026 zone 0, the streets of the old town hill, is for residents only. Zone 1 allows two hours, EUR 3 an hour from 1 June to 30 September, and the Karolina car park in front of the Arena costs EUR 4 an hour in that period and stays open around the clock.
The pine-wooded peninsula south of the centre, with rocky coves and small beaches. It suits beach stays within a short drive of the Arena.

Verudela lies in zone 3's area, which runs from zone 2 to the city limits, but only three named car parks are charged at present: Mandrač, Gregovica and Marsovo polje 4. The zone is subject to seasonal decisions, and street rules at Verudela were not verified as of September 2026.
The resort bay south-east of Pula, a separate municipality with the same hotel tourist tax as the city. It suits beach holidays and families with a car.

Cars entering Cape Kamenjak pay EUR 10 a day, or EUR 9 online, from 16 June to 30 September 2026; walkers and cyclists enter free. Parking in the village was not verified as of September 2026.
A small harbour town north-west of Pula, where the boats leave for the Brijuni National Park, 15 minutes across. It suits a quieter base with days out to the islands.

Pula parking sells a monthly ticket for the Karolina car park only outside the summer, and a month in the city costs less in tax from October to March. Medulin and Fažana make quieter monthly bases outside the city's zones.

In hotels and other commercial accommodation, EUR 1.60 per person per night from 1 April to 30 September and EUR 1.10 the rest of the year. Medulin has the same rates and Fažana EUR 1.60 and EUR 1.00. Children under 12 are exempt and ages 12 to 18 pay half; in private household apartments the host pays a yearly amount per bed instead.

The operator treats the car as having taken a 24-hour day ticket, left on the windscreen and payable within eight days. In zone 1 from June to September that ticket costs EUR 72.
