A month in Palermo
A month in Palermo pays tourist tax on four nights only, and the city sells a monthly parking subscription that anyone can buy. The rest of a long stay turns on the 30 day line in Italian lease law.

What a month means legally
Thirty days is the line. Up to 30 days a whole flat let by a private owner is a locazione breve under article 4 of Decree-Law 50/2017, cleaning and linen included, booked directly or through a portal. Beyond 30 days in total in the year, the lease must be registered with the Agenzia delle Entrate within 30 days of signing or of the start date, whichever is earlier, and an unregistered lease is void under Law 311/2004. Landlord and tenant are jointly liable for the registration tax.
A holiday month is a tourist let under the Civil Code, which Law 431/1998 keeps outside most of the ordinary lease rules while still requiring written form. For a documented work or study need there is the transitory lease, up to 18 months on the standard form of the ministerial decree of 16 January 2017. A residential deposit may not exceed three months' rent under Law 392/1978; whether that cap binds a tourist let under the Civil Code is not settled in the texts read.
The tax on a month
Palermo charges the imposta di soggiorno on at most four consecutive nights. A month in a short let at EUR 4.00 per person per night therefore costs EUR 16.00 in tax, and a month in a five-star hotel at EUR 5.00 costs EUR 20.00.
The rates have been in force since 1 July 2025 under council resolution 34 of 30 April 2025, and the Finance Ministry register of local tax acts shows no later Palermo act, so they are the current ones. The host collects the tax and gives a receipt; for a short let, national law makes whoever collects the rent, a platform included, responsible for paying it over, with recourse on the guest. Children under 12 and residents are exempt.
Areas that suit a month

The centro storico, Politeama and the station quarter all work through the year, with shops, offices and transport open in every season. Politeama and the station quarter have the practical advantage of sitting outside ZTL 1, so a car parked there never needs a day pass; inside the zone a monthly stay works best in a flat with a garage or in a hotel that will register the plate.
Parking by the month has one clear answer in Palermo. AMAT sells an ordinary blue-zone subscription at EUR 35.00 a month, and since 17 August 2026 it carries no residence, domicile or work condition and needs no self-declaration, so a visitor can buy it. Whether it covers every charged zone or only one was not stated on the page read. Mondello and Sferracavallo are charged only from May to October, which makes a winter month at the beach cheap to park but quiet.
Paperwork and entry limits
EU citizens may stay three months without formalities; past that they register with the comune's registry office, and Italian law requires registration once three months from entry have passed. Non-EU visitors, UK and US passport holders included, have 90 days in any 180 across the whole Schengen area, and since 10 April 2026 the EU Entry/Exit System has registered those short stays at the external border. A non-EU visitor arriving from another Schengen country rather than from outside declares presence to the questore within eight days; whether a host's police registration covers that declaration is not settled in the sources read.
Whatever the length, the host may accept only guests carrying an identity document or passport and registers each one with the police through Alloggiati Web within 24 hours. The 2024 Interior Ministry circular, upheld by the Council of State in November 2025, requires the host to identify the guest in person or by a video link at the door, so expect to meet somebody rather than a key box.
What the platforms call a long stay
Airbnb calls 28 nights or more a monthly stay. It charges the first month up front and releases it to the host 24 hours after check-in, then charges each later month 10 days before that period starts. How other platforms label long stays in Palermo is unverified as of September 2026.
A listing that cannot show a Sicilian CIR and a national CIN is worth questioning before any deposit. The region requires the CIR beside the property name in every advert, promotion and booking, on any medium, with a penalty of EUR 500 to 5,000.
Pitfalls
Expecting the tourist tax to run all month. It stops after four consecutive nights.
Signing a month without registration. Over 30 days in the year the lease must be registered within 30 days, and an unregistered lease is void.
Taking a flat inside ZTL 1 without asking about the car. A day pass is EUR 5.00 each time, which adds up over a month.
Planning on the old free parking break. Since 11 August 2026 the central blue zones are charged continuously from 08:00 to 20:00.
Counting Schengen days only in Italy. The 90 days in any 180 run across the whole area, and the Entry/Exit System now records the crossings.
