A month in Montenegro

Montenegrin law exempts a guest who stays more than 30 days without a break in the same accommodation from the tourist tax. The registration, the 90-day limit and each town's parking rules still apply.

What a month means legally

The Law on Residence Tax exempts anyone who stays continuously in the same accommodation for more than 30 days, on proof, and the tourist organisations of Kotor and Herceg Novi repeat the rule. The law does not say whether the exemption also covers the first 30 nights, and we found no official guidance, so agree with the host in writing how the tax will appear on the bill.

The tourism act defines a tourist as someone who stays away from home at least one night and no longer than one year without a break. A month on the coast is therefore a tourist stay under that act, and the host's duties stay the same: a receipt that lists the tax or the reason for the exemption, a guest book and accident insurance for the guest.

US and UK nationals may stay up to 90 days without a visa; for British visitors, UK travel advice counts the 90 days within any 180-day period. EU citizens may stay 90 days with a passport but only 30 days with an ID card. Montenegro is not in the Schengen area, which has 29 member countries.

The areas that suit a month

Tivat suits a month for anyone who flies often: the airport is about 4 km away, and the parking operator sells tourist cards at EUR 50 for 7 days, EUR 70 for 10 and EUR 120 for 15 in the red zone in summer, and EUR 40, 60 and 90 in winter.

Ulcinj is the one town with a 30-day parking card: EUR 100 from 1 June to 1 October and EUR 60 otherwise, valid in all zones, on the operator's price list adopted in November 2023. It also has Velika plaža, kilometres of fine sand.

In Herceg Novi the monthly parking cards are for residents and property owners, so a guest pays by the hour or the day, or uses the Igalo garage at EUR 6 for 24 hours in summer 2026. Budva has local buses to Sveti Stefan and Petrovac all year, which helps on days without the car, but its parking operator lists car park prices only on signs at each entrance. Kotor is the hardest to plan with a car, because we found no official parking source.

The paperwork

The host registers the guest with the local tourist organisation within 24 hours of arrival, whatever the length of the stay, and deregisters them on departure. Kotor's registration app works by scanning the guest's passport, so keep it at hand on arrival. Tivat's tourist organisation reminds visitors that a move to another municipality means registering again, which matters on a month split between two towns.

A private host must hold a decision entering the property in the Central Tourist Register, keep it on the premises, show the category at the entrance and the tax in view, and insure guests against accidents. Ask to see the registration before paying a deposit, and keep every receipt.

What the platforms call a long stay

Airbnb calls 28 nights or more a monthly stay. It charges the first month up front and releases it to the host 24 hours after check-in, then charges each later month 10 days before it starts. How other platforms label long stays in Montenegro was not verified as of September 2026.

Pitfalls

Assuming the tax exemption is automatic. It needs a continuous stay of more than 30 days in the same accommodation and proof, so a month split between two apartments does not qualify for either.

Travelling on an EU ID card. It covers 30 days; a longer stay needs a passport.

Paying Herceg Novi parking by SMS from a foreign phone. It works only on Montenegrin networks, and an unpaid bay costs a EUR 15 daily ticket.

Leaving registration to chance. UK travel advice warns that an unregistered visitor can be fined, detained or taken to court.
