Where to stay in Lisbon

Baixa and Chiado are the centre: the flat grid from Rossio down to Praça do Comércio and the river, with Chiado on the slope above. Alfama, below the castle, is old Lisbon of steep lanes, stairs and viewpoints. Bairro Alto is the nightlife quarter, and Príncipe Real above it is calmer, with gardens and restaurants.

Further out the city changes character. Avenidas Novas, around Saldanha and Campo Pequeno, is a 20th-century grid of wide avenues with metro lines into the centre. Parque das Nações, the former Expo 98 site on the river, is modern and flat and the closest area to the airport, about 4.5 km by road. Belém, to the west, is the monuments district. Cascais, about 25 km away on the coast, is a separate town for a beach stay.

Alfama, Bairro Alto, Santa Catarina and Bica, and the Castelo area are camera-controlled access zones, 24 hours a day, all year. Entry needs a resident, business, garage or loading permit. A visitor can buy a EUR 25 Visitor Card at the EMEL car parks at Calçada do Combro, Campo das Cebolas and Chão do Loureiro, but for a stay in these quarters the car belongs in a car park outside.

Street parking elsewhere is run by EMEL. From 4 August 2026 it costs EUR 0.85 to 2.10 an hour by zone colour, with a maximum of four hours in green and yellow zones and two hours in red and brown. A car kept for several days needs a car park or a space from the host. EMEL car parks sell monthly subscriptions in parts of the network; the Belém car park is hourly only.

The short version for choosing a base: Avenidas Novas, Príncipe Real and Parque das Nações are outside the historic camera zones, and Cascais has its own app-based parking with more than 6,000 street spaces and nine covered car parks.

Lisbon charges a municipal tourist tax of EUR 4 per guest per night, for guests aged 13 and over, for at most 7 nights per stay. It applies in hotels, Alojamento Local and other tourist lodging and is paid at check-in or check-out. There are exemptions, for example for guests staying for medical treatment. The city's page was read from a March 2026 copy, and no later change was found.

Holiday apartments in Portugal are licensed as Alojamento Local, AL for short, and the law requires an AL to show its registration number in its advertising. A legal listing therefore carries an AL number, and one without it deserves a question before paying.

At check-in, expect to show a passport or ID card. Portuguese law requires lodging providers to file a registration form for every foreign guest, EU nationals included.

Decide on the car first. If the car is for day trips only, a central base with a car park nearby works; if it is used every day, a base outside the camera zones saves a daily walk to a car park.
