Dubai's areas differ in what sits outside the door, from towers and malls to beaches, a resort island, villas, the old town on the creek and mountains, and in the drive: the creek is about 11 km from the airport by road, Dubai Marina about 36 km.

How the areas differ
Downtown Dubai is the district around the Burj Khalifa, the Dubai Mall and the Dubai Fountain, with high-end hotels, and Business Bay, a district of towers along the extended Dubai Creek, lies just south; both are 18 to 20 km from the airport by road.
Dubai Marina is built around an artificial canal along 3 km of the coast; JBR, on its shore, is a 1.7 km strip of 40 towers, five of them hotels, within walking distance of the tram and the metro. Palm Jumeirah, about 8 km away by road, is reclaimed land: apartments and shops on the trunk, homes and villas on the fronds, resorts on the crescent.
Jumeirah, about 6 km from Downtown, is a coastal district of low-rise houses and hotels, and Umm Suqeim, which borders it, holds the Burj Al Arab and Umm Suqeim Beach. Deira and Bur Dubai face each other across Dubai Creek, where abras, the wooden boats, work as water taxis, with the Al Fahidi Historical Neighbourhood and the Al Seef promenade on the Bur Dubai side. Hatta, an exclave of the emirate in the mountains, is about 107 km from the airport.
Staying with a rental car
Street parking, run by Parkin, is charged in most zones from 8:00 to 22:00, Monday to Saturday, and is free on Sundays, public holidays and overnight. Since April 2025, premium zones in areas such as Downtown Dubai, Business Bay, Deira, Bur Dubai and Jumeirah cost more at peak times, 8:00 to 10:00 and 16:00 to 20:00: an hour in zone GP, around the Burj Khalifa and Business Bay, is AED 6.30 at peak and AED 4.20 off-peak.
Payment by SMS to 7275 works only for UAE mobile subscribers, so a visitor pays in the Parkin app, on its website or at a machine; the app takes cards, Apple Pay and Google Pay without an account. A car left unpaid in the same place draws a new fine the next day.
Parkin's zone table does not name Dubai Marina, JBR, Palm Jumeirah or Hatta, so ask the hotel or host about parking before booking; a holiday home's terms must give the guest's parking space number. Salik tolls are billed by the rental company (via GetCar), and GetCar's guide Driving in Dubai with a Rental Car: Licences, Salik Tolls, Fines and the Rules covers tolls, licences and fines. For Hatta, Visit Hatta names the Sharjah-Kalba route on the E102 as usually the quickest; the older E44 crosses Omani territory, which rental cover may not include (via GetCar).
What the fees and permits mean for a guest
The Tourism Dirham is a fee per occupied room per night by class: AED 20 at five-star hotels, AED 15 at four-star, AED 10 at three-star and two-star, AED 7 at one-star hotels and guest houses, and AED 20, 15 or 10 in hotel apartments. Holiday homes pay AED 15 per bedroom per night when deluxe and AED 10 when standard, a maid's room included. The fee stops after 30 consecutive nights of one check-in and must appear on the price list and the invoice.
A hotel bill can also carry the municipality fee on hotel sales, 7% since Decree No. 27 of 2019, and VAT at 5%. In May 2026 the Government of Dubai announced that establishments registered with DET are exempt from collecting the Tourism Dirham and the hotel sales fees, in a package of three to 12 months; the dates are unverified as of September 2026, so check what a total includes.
A holiday home needs a DET permit, displayed in the unit, and every advert must show the operator's trade name and permit number. The operator registers each guest on DET's system within three hours of arrival. Visitors may not stay between midnight and 8:00, and the house rules tell guests to avoid parties.
When to book what
Check entry first. British citizens get a free visa on arrival and EU citizens a visa waiver, each for 90 days in any 180; the EU agreement does not cover Ireland. US citizens get a no-fee visa on arrival for 30 days. UK travel advice, updated in July 2026, warns of possible flight cancellations and airspace closures across the Middle East, so read it before paying for a stay that cannot be cancelled.
Hatta has a season: Visit Hatta says most activities run from 1 October to 5 May, and Hatta Resorts, closed in summer, opens its ninth season on 28 September. During Ramadan, Parkin's paid hours change to 8:00 to 18:00 and 20:00 to 22:00.
