A month in Cluj-napoca

A month in a Cluj-Napoca apartment still pays the 0.5% tourist tax for every day, and a car needs a garage, the park and ride or a monthly pass. The legal limits are the Schengen ones.

What a month means legally

UK and other visa-exempt visitors may stay 90 days in any 180 across the Schengen area, which Romania joined in full on 1 January 2025, so a month uses 30 of those days, counted together with any other Schengen days in the 180 before. The EU Entry/Exit System has registered non-EU visitors at the external border since 10 April 2026.

EU, EEA and Swiss citizens need no visa and register their residence with the General Inspectorate for Immigration only when they stay more than 3 months, according to its guidance posted in 2021.

The tax on a month

The tourism promotion tax of 0.5% of the accommodation price, without VAT, applies for each day of the stay in classified accommodation, rented flats and rooms included. Neither the 2026 decision nor the 2018 regulation read sets a long-stay exemption or a cap on days, so a month pays it for every day.

Under the 2018 regulation the accommodation withholds the tax and shows it on its own line. Whether a month in a private flat under a residential lease counts as tourist accommodation for this tax was not verified as of October 2026; ask the landlord before signing.

Classification and paperwork

Romanian tourism law lets operators use only classified accommodation, and the classification norms count apartments and rooms to let in family homes as one of the types. Under ministry order 948 of 2026, a private host files the application online with the written consent of the neighbours who share walls with the flat, and may classify at most 7 rooms or 14 places. Asking for the certificate before a deposit is a fair check.

The areas and the parking that suit a month

Parking by the month decides the plan for anyone with a car. The Park and Ride on Strada Traian Vuia charges RON 401 for 30 days, and the airport-run car parks sell a monthly subscription at RON 400. The city sells zone 2 street subscriptions to private persons at RON 127 a month on showing the car's registration certificate; whether a visitor with a rental car can buy one was not verified, and zone 1 sells no transferable subscriptions.

Mănăștur suits a month near the City Hall garages on Strada Primăverii and Mogoșoaia, about 4 km by road from Piața Unirii; their visitor spaces cost RON 12.50 from 8 to 24 hours, which adds up over a month. The streets by the Central Park sit about 3 km from the square. A month in the centre around Piața Unirii suits a stay without the car: buses A1E, 5 and 8 link the airport and the centre in about 26 minutes, with tickets by SMS to 7479, and the airport-run car parks keep a car for RON 400 a month.

What the platforms call a long stay

Airbnb calls 28 nights or more a monthly stay. It charges the first month up front, holds it until 24 hours after check-in, and charges each later month 10 days before it starts. How other platforms label long stays in Cluj-Napoca was not verified as of October 2026.

Pitfalls

Expecting the tourist tax to stop after a few weeks. The 0.5% runs for every day of the stay.

Paying a zone 1 street space by the hour for a month. Zone 1 has no transferable subscription; a garage or the park and ride costs less.

Counting Schengen days only in Romania. The 90 days in 180 run across the whole area.

Assuming the rental car has a vignette. Ask the desk before driving on national roads.
